Function packetStatus

packetStatus(answer: Uint8Array, frequencyHz: number): Sx127xPacketStatus
Decodes RegPktSnrValue and RegPktRssiValue, read together.
Parameters
- answer: Uint8Array
  The two register values, SNR first.
- frequencyHz: number
  The carrier the packet was heard at, which picks the RF port's offset.
Returns Sx127xPacketStatus
The three signal levels, exact to a hundredth of a decibel.

Throws
If the answer is not two bytes.
