Releases a publisher.

The bus stays open for the endpoints still on it.

Passing null is a no-op.

Safety

publisher must be a handle from pamoja_event_publisher_new, pamoja_event_publisher_clone, or pamoja_event_bus_publisher that has not already been freed, or null. After this call it must not be used again.
