Reads the answer a discovery endpoint gives.

Arguments

• text - the answer text.
• text_len - how many bytes text holds.
• out_uri - receives the websocket address to open, empty when the station was refused.
• out_error - receives why the station was refused, empty when it was not.

Returns

PamojaStatus::Ok once read. Both buffers are released by the caller with pamoja_buffer_free.

Safety

text must point to text_len readable bytes, and both out pointers to writable storage.
