Writes the answer that refuses a station, saying why.

Arguments

• router - the station being refused, eight bytes.
• error - what is wrong, in words the operator can act on, UTF-8.
• error_len - how many bytes error holds.
• out_text - receives the answer, which the caller releases with pamoja_buffer_free.

Returns

PamojaStatus::Ok once written.

Safety

router must point to eight readable bytes, error to error_len readable bytes, and out_text to writable storage.
