Creates an empty median filter over up to capacity readings.

A small odd window, such as 5, follows a real change in a few readings; a window of 32 follows it 16 readings late.

Returns

A handle the caller must release with pamoja_median_free, or null if capacity is not from 1 to PAMOJA_WINDOW_CAPACITY.

Safety

A returned handle must be freed exactly once.
