Wires a radio to a simulated chip and resets it, as opening a module does.

Arguments

• chip - the chip.
• out_radio - receives the radio, released with pamoja_lora_radio_free.

Returns

PamojaStatus::Ok with the radio in out_radio, or PamojaStatus::InvalidArgument for a null argument.

Safety

chip must be a live handle or null, and out_radio a writable pointer or null.
