Reports whether a decoded uplink asks the network to answer.

A device running adaptive data rate sets this once it has gone too long without a downlink. The bit is reserved on a downlink, which reads false.

Returns

true when the ADRACKReq bit of an uplink is set, or false if rx is null.

Safety

rx must be a live handle from pamoja_lorawan_session_decode, or null.
