Writes the answer a device owes its clock server, if it owes one.

Arguments

• sync - the package.
• device_time - what the device believes the time is.
• out_command - receives the command.
• capacity - how many bytes that buffer holds.
• out_len - receives how many were written, which is zero when nothing is owed.

Returns

PamojaStatus::Ok on success.

Errors

Returns PamojaStatus::InvalidArgument for a null pointer or a buffer too small.

Safety

sync must be a live handle, out_command must point to capacity writable bytes, and out_len must be writable.
