Creates a watchdog that expires after timeout without being fed.

A timeout that is not a number is taken as 0, so the watchdog expires rather than never.

Returns

A freshly fed watchdog; the caller must release it with pamoja_watchdog_free.

Safety

The returned handle must be freed exactly once.
