Arguments

• pkt_snr - the RegPktSnrValue byte.
• pkt_rssi - the RegPktRssiValue byte.
• frequency_hz - the carrier the packet was received on, which picks the RF port’s offset.

Returns

The three levels in hundredths of a decibel.
