Arguments

• pa_boost - true for the PA_BOOST output, false for RFO.
• budget - the link budget, whose transmitting antenna and cable apply.
• eirp_ceiling_centi_dbm - the EIRP limit in hundredths of a dBm.

Returns

The settings, rounded down to whole decibels.
