Everything a chain is told before a packet is loaded.
The order is the reference order. A modulator is configured and then started, and the
payload and the trigger that steps carries come after all of it.
§Arguments
chain- the chain that sends it.transmit- what to send and how.
§Returns
The writes, in order.
§Errors
Returns TransmitError::Bandwidth for a bandwidth the chain does not run at, and
TransmitError::PayloadTooLong for a packet the length register cannot describe.
