whose bits are set in it, and otherwise the one entry that names it.
Parameters
enumeration: string
The enumeration's name.
value: number
The value a field carried.
Returns string[]
The names in dialect order, empty when none applies.
Throws
If the enumeration is unknown, or the value is not a whole number from 0 up.
