Adds a frame to a schedule.

Arguments

• message - the schedule.
• frame - when and how to transmit it.
• pdu - the frame’s bytes.
• pdu_len - how many bytes pdu holds.

Returns

PamojaStatus::Ok once added, or PamojaStatus::InvalidArgument for a message that is not a schedule.

Safety

message must be a live handle, frame must point to a readable frame, and pdu to pdu_len readable bytes.
