Advances a watchdog’s timer and reports whether it has expired.

A time step that is not a finite number expires the watchdog until it is fed.

Returns

true if it has expired, and also if watchdog is null.

Safety

watchdog must be a live handle from pamoja_watchdog_new, or null.
